In order to standardize the supervision and statistics of special customs supervision areas and bonded logistics centers, the General Administration of Customs has decided to add codes for customs supervision methods. The following announcement is hereby made:
1、 Bonded exhibits
（1） The Customs Supervision Method Code 5072, also known as "Customs Special Supervision Area Import and Export Exhibits", abbreviated as "Bonded Exhibits within the Area", is added for the business activities of enterprises within the Customs Special Supervision Area (hereinafter referred to as "Enterprises within the Area") transporting exhibits from overseas to the Customs Special Supervision Area and re transporting them out of the country. It is not applicable to the display of bonded storage goods.
The Customs Supervision Method Code 6072, also known as "Bonded Logistics Center Import and Export Exhibits" or "Center Bonded Exhibits", is added for the business activities of enterprises within the bonded logistics center (hereinafter referred to as "center enterprises") transporting exhibits from overseas to the bonded logistics center and re transporting them out of the country. It is not applicable to the display of bonded storage goods.
（2） Exhibits imported and exported between customs special supervision areas or bonded logistics centers and overseas areas shall be declared and supervised by enterprises within the area as "bonded exhibits within the area" (code 5072), and by enterprises within the center as "bonded exhibits within the center" (code 6072). The transportation method shall be the actual import and export transportation method, and customs single item statistics shall be implemented.
Exhibits temporarily imported from overseas (excluding goods temporarily imported under ATA documents) that are transferred to customs special supervision areas and bonded logistics centers shall be declared and supervised by enterprises within the export zone as "bonded exhibits within the zone" (code 5072), and by enterprises within the center as "bonded exhibits in the center" (code 6072). The actual mode of transportation for import and export shall be used, and customs single item statistics shall be implemented.
（3） When purchasing the above-mentioned exhibits, the enterprise shall declare according to the actual regulatory method, and the transportation method shall be "Other" (code 9). The country (region) of origin shall be the country (region) of origin at the time of entry, and shall be included in the import goods trade statistics.
2、 Bonded international transit
（1） The customs supervision method code "5073", also known as "international transit goods in customs special supervision areas" or "international transit within the area", is added. It is applicable to the international transit transportation business carried out by enterprises in the area in customs special supervision areas, that is, goods that can be transported from overseas to the customs special supervision area and have transportation arrangements determined throughout the entire process from overseas to overseas, Not suitable for bonded logistics operations such as warehousing and distribution in customs special supervision areas.
The customs supervision method code "6073", also known as "bonded logistics center international transit goods" or "center international transit", is added. It is applicable to the international transit transportation business conducted by enterprises in the center in the bonded logistics center, that is, goods that can be transported from overseas to the bonded logistics center and can be arranged for transportation throughout the entire process from the bonded logistics center to the bonded logistics center. It is not suitable for warehousing in the bonded logistics center Goods for bonded logistics operations such as distribution.
（2） For international transit goods entering and exiting between customs special supervision areas or bonded logistics centers and overseas, the declaration and supervision method for enterprises within the area is "international transit within the area" (code 5073), and the declaration and supervision method for enterprises within the center is "international transit within the center" (code 6073). The transportation method is the actual inbound transportation method, and customs single item statistics will be implemented.
（3） When purchasing the above-mentioned international transit goods, the enterprise shall declare according to the actual regulatory method, with the transportation method being "other" (code 9) and the country (region) of origin being the country (region) of origin at the time of entry, and shall be included in the import goods trade statistics.
This announcement will come into effect on January 1, 2024.
